The quality and transparency of the urban hygiene service are regulated by the resolutions of the Regulatory Authority for Energy, Networks, Environment (ARERA) no. 15/2022/R/rif (TQRIF) regarding service quality, and no. 444/2019/R/rif (amended by 15/2022/R/rif TITR) regarding transparency.

Regulatory framework

The management of the hygiene service has been placed by the service governing body, for the purposes of applying the discipline of the quality of integrated urban waste management services, as set out in Annex A to resolution 15/2022/R/rif (TQRIF) of ARERA, in “Scheme I” positioned in the first quadrant of the matrix of regulatory schemes referred to in Article 3 of the TQRIF.

At present, as stipulated by Article 53 of TQRIF, the implementation of Regulatory Scheme I does not require service Operators to comply with general quality standards.

In placing management in Quadrant I of the regulatory scheme matrix, the Territorially Competent Authority has not identified service obligations and improved or additional quality standards compared to those provided for by Regulatory Scheme I.

Customer Service Charter

The Quality Charter for the integrated urban waste management service describes the obligations and expected quality levels, the methods of use, and the rules of relationship between Users and Operators of the same service. It was drawn up in accordance with the relevant legislation and the regulations of ARERA (Authority for Energy Networks and Environment – www.arera.it).
