Door-to-door collection - PAP
The PAP (Porta a Porta) system is a door-to-door waste collection method that replaces street bins with direct collection from a designated drop-off point. Each user disposes of waste according to an established collection schedule, promoting improved recycling and quality control of disposed waste. The system aims to hold citizens accountable and to meet the environmental objectives set by current regulations.
The new door-to-door system is regulated by the Municipal Administration, which mandates the use of the equipment provided free of charge and the management of services according to a schedule agreed with the operator. The system aims to involve and hold citizens more accountable to improve the results of separate waste collection. Failure to comply with the rules for putting out and separating waste may lead to checks, non-compliance notices, and, in case of repeated errors or lack of cooperation, even penalties. Therefore, adherence to and use of the service according to the rules are mandatory for users.
The start dates for the door-to-door service are:
– 30/06 Eastern area of the city (from the Letimbro stream towards Albissola Marina)
-14/07 WESTERN zone of the city (from the Letimbro stream towards Vado Ligure)
– 28/07 LOW DENSITY area (scattered houses)

Information is also provided by affixing the “GOODBYE TO THE DUMPSTER” sticker to all current street dumpsters, which indicates the start date of door-to-door services for the different city zones.
Non-domestic uses assimilated to domestic uses refer to workplaces, such as offices or small shops, that produce a very small amount of waste (e.g., real estate agencies, offices, medical practices, hairdressers and beauticians, etc.).
Non-domestic users, described as “large waste producers”, are businesses such as hotels, restaurants, bars, supermarkets, etc., that generate large quantities of waste.
For this category of users, the collection service switched from kerbside collection to a door-to-door system on 15th April 2024.
Street Waste Management
- It is based on the presence of large open bins placed on the streets
- User behaviour is voluntary with respect to the service as checks and verification of submissions are difficult.
- Collection is carried out by large lorries that follow predefined routes on specific roads only.
- This collection system rarely allows for more than 40-45% of separate waste collection.
Door-to-Door Waste Management (PAP)
- It's a much more specific service and gets close to individual users, being of a domestic nature.
- It provides for the removal of bins from the streets.
- Each user is provided with their own containers and/or bags.
- Waste must be put out on the days indicated on a calendar.
- Engages interaction and collaboration modes that lead to better results, with each user feeling highly involved and participatory.
- The collection takes place on almost all roads with much smaller vehicles.
• It is considered extremely effective in increasing recycling rates, with the aim of achieving 70-72%% once fully operational.
2) EQUIPMENT ASSIGNED TO USERS
To allow citizens to complete the collection of kits, please note that the distribution point for recycling kits located in Piazza del Popolo/Piazza Barile will remainwill be open and observe the following new days and opening hours:
From Monday to Saturday, 8:30 AM to 12:30 PM
Tuesday and Thursday afternoons from 14.00 to 17.00
We ask all households that have not yet collected their equipment to go to the designated point on the dates and times indicated.
To collect the kit (which includes the display calendar), you must present the letter received from SEA-S or, if you have not received the letter, your waste bill (TARI) along with an identity document of the account holder. You can authorise other people to collect it by filling out the form on the back of the letter.
For kit collection The TARI holder of the dwelling, you will need to go to the collection point located in Piazza del Popolo/Piazza Barile (at the same collection time as the kits) with:
- Identity card,
- Tax code,
- Copy of TARI declaration or TARI utility change request or last TARI bill payment showing the property and TARI holder.,
With this data, the application will be verified and if it is correct, the recycling kit will be issued.
All users have been supplied with a bin and a number of bags equivalent to an annual allowance, useful for collecting and presenting waste in full bags, i.e. filled to their entire volume and properly tied by users to present without waste spillage.
The equipment includes:
– bags for organic waste, i.e. bags for depositing organic waste, to be included in the assigned equipment (bins/containers);
– yellow bags for plastic and metals to be placed in a single bag and left out without any equipment,
– Grey bags for residual waste collection to be placed in the allocated containers (bins/litter bins);
– Paper / cardboard packaging should be placed loosely (no bags were provided) inside the allocated bins (wheelie bins/containers);
– glass should continue to be deposited in the street collection bins (no individual bags or equipment have been delivered).
Bags must be deposited closed in the assigned containers.
BROWN: organic compostable

No, it is mandatory to use only the equipment provided to each user (bags and bins, or communal bins). Organic waste can also be placed inside compostable bags, and large cardboard packaging can be placed loosely next to the equipment.
In the “Porta a Porta” (door-to-door) system, "putting out" waste means placing the bins or bags containing sorted or unsorted waste outside your home or apartment building. This must be done on the specific days indicated in the provided calendar. The purpose of putting out waste is to make it visible and accessible to the collection service operators, who will pass by on pre-set days and times to empty the bins or collect the bags. After emptying/collection, the user (or their designated representative) must bring the bins back inside the property.
The display must take place in a suitable location accessible to collection vehicles, possibly assessing the most appropriate spot to avoid problems (e.g., with wind or traffic). The user's responsibility lies in using the service as intended by the regulations, including correct display.
The responsibility for exposure varies depending on the type of user and service:
Single/Individual Users: each individual user, who has their own bins or bags, is responsible for personally presenting their waste for collection.
Communal services: containers are shared among multiple users. The task of presenting the collective container falls to someone appointed by the condominium itself. (It is possible to make use of a placement service carried out by SEA-S, for which it is necessary to grant authorisation and access keys to the communal spaces.).
The Company carried out joint site inspections with the condominium administrators to identify the exposure site. For sites with specific issues, the area for placing the containers will be marked with yellow floor markings or a notice on the entrance door before the new service commences.
The equipment provided (individual and/or communal), as well as kit components (specifically, under-sinks, keys, cards, composters, and any containers for battery and/or medicine collection, and/or indoor recycling bins for schools and offices, etc.), are all supplied on a free loan basis to users, whether domestic or non-domestic. By regulatory provisions, users are required to safeguard and preserve them with the utmost care and diligence, following the usage instructions defined by the Municipal Ordinance.

Following the issuance of the notice, users will be required to collect the bag/container and arrange for waste separation or re-disposal according to the schedule, failing which sanctions provided for by the Ordinance will be applied.
The rule bin must be put out the evening before collection day and brought back within private property as soon as possible. If you repeatedly find other people's rubbish in your bins, especially general waste, it is advisable to report it to SEA-S, who can carry out checks.
No, currently no further cards are being issued beyond the first one.
You need to go to the information point in Piazza del Popolo/Piazza Barile, where you will have to fill in the lost property form provided by SEA-S. The lost card will be blocked and a new card will be issued.
The supply of bags is provided once a year. If you have run out of your supply, please go to our counters with your user code to receive your annual supply.
- In the event of damage or breakage, SEA-S will replace the equipment free of charge. Should any non-compliant behaviour be identified, the user will be charged for the provision of new equipment.;
- In the event of theft or loss of equipment, the user, by means of a self-declaration released and to be completed at the SEA-S information point, may request new equipment. SEA-S reserves the right to charge the user for the supply of new equipment due to failure to safeguard it.

If the company has a warehouse in the Municipality of Savona that is regularly registered with the TARI (Waste Fee) service, it is possible to request dedicated equipment for waste disposal through our Distribution Office in Legino, in Via Pietragrossa.
Companies that handle waste must be registered with the National Register of Environmental Managers, as provided for by Legislative Decree 152/2006.
In apartment blocks where there are Communal bins locked, the company can request a copy of the key from the administrator to deposit waste in the bins provided.
In apartment blocks where collection is organised via Single masts, The company will be responsible for arranging the autonomous transport of waste to its warehouse or another authorised disposal site, in compliance with current regulations.
In apartment blocks where there are entrances with tessera nei cassonetti intelligenti The Company is not authorised to provide additional fobs for the opening of smart bins in the city centre area, therefore the insertion of any bags must be carried out by the condominium or the commercial user where the cleaning takes place, or proceed as in the previous point.
3) RECYCLING OF WASTE
The fractions of waste collected door-to-door are:
- ORGANIC
- CARTA/CARTONE/TETRAPAK
- Plastic and metal packaging
- Unsorted dry waste
Please remember that GLASS is collected via street-side bins and skips located throughout the municipality.
For all other materials, alternative collection services are available, such as:
- Recycling centre
- Bulky item collection from home
- Mobile recycling centre
- Collection of clippings and pruning
- Collection of sanitary textiles (nappies/diapers).
NEW: Metal packaging should be disposed of with plastic packaging in YELLOW bags.
To dispose of wet waste, you must use the provided bags (made from certified compostable material) or any compostable bag (e.g. those used in supermarkets in the fruit and vegetable sections). The under-sink container provided should only be used indoors, while the brown bin must be put out for emptying.
Large cardboard packaging can be placed loosely, suitably reduced in
volume, near the paper collection bins, always respecting the days and times indicated in the collection calendars.
Alternatively, it is always possible to take it to the Collection Centre.
Biodegradable bags that do not show compostability markings should be placed in the container for plastic and can packaging. If the word "compostable" also appears, then they should go in the organic waste.
No, only the semi-transparent bags provided can be used.
Glass collection is roadside using special green bells/containers distributed throughout the area.
Batteries can be taken to the Caravaggio Street Collection Centre or placed in designated containers at certain shops or offices in the area (tobacconists, supermarkets, schools, town halls, etc.).
Expired medicines can be taken to the Collection Centre in Via Caravaggio or to the dedicated bins located outside pharmacies in the area (with the exception of cytotoxic drugs). Remember to dispose of them without the cardboard packaging, which should be placed in your household recycling bin for paper.
Cooking oil should be taken to the Collection Centre on Via Caravaggio or to the designated street points (e.g. Piazza del Popolo, Ipercoop shopping centre in Corso Ricci).
SEA-S operates in accordance with a system of procedures compliant with current legislation, therefore it is required to carry out specific commodity analyses of the waste collected. Furthermore, the plants that receive materials from door-to-door collection are part of CONAI (National Packaging Consortium), which imposes standard quality requirements for waste fractions.
Dog waste bags (not provided by SEA-S) should be disposed of in public litter bins, which will continue to be present in the city and will be added/enhanced in some areas. If you have a magnetic card, you can use the general waste bin in the street. At home, the waste should be placed in the grey residual waste bags.
Cigarette butts do not belong in organic waste. They can be disposed of in street ash bins, which will continue to be present and will be gradually added. At home, extinguished cigarette butts should be placed in the residual waste bag.
There are several alternatives, some already in place such as depositing at the mobile recycling centre.

Other methods, such as the mobile Ecobus, will be introduced shortly as an alternative way to dispose of the bags provided. B&B hosts are reminded to leave general collection service equipment and instructions in the apartment so that guests staying for several days can adapt to the service methods. Please note that foreign language translations of the collection schedules are available.
4) CHARGE
Pay-as-you-throw waste charging is a system that calculates part of the service cost based on the actual amount of unsorted waste produced by each user. It is based on the “polluter pays” principle, encouraging waste reduction and correct separate waste collection. Measurement is carried out using devices (e.g., RFID) installed on bins that record empties, associating them with the user. The tariff generally consists of a fixed part (based on surface area and household members) and a variable part linked to the empties carried out.
At present, there are no plans to change pricing. The equipment provided for the PAP system allows for the detection of service data, which can be used as a basis for economic assumptions related to any potential change in taxation.
The main objective is to exceed the legal limit of 65%%for separate waste collection. Currently, with the street collection system, the percentage stands at around 46%%.
5) WEEE
WEEE (Waste Electrical and Electronic Equipment) are all items containing an electrical or electronic component (light bulbs, mobile phones, small and large domestic appliances). Their main destination is the Collection Centre or the mobile eco-station. For small WEEE (light bulbs/mobile phones), users can also utilise the mechanisms provided by law at shops that sell such products: 'one-for-one” (handing in waste when purchasing a new product) or ”one-for-zero' (handing in without purchase, in large retail outlets).

8) OTHER SERVICES AVAILABLE ON REQUEST (grass cutting, nappies etc.)
The collection service for clippings and cuttings is available on request. To activate it, you need to book by calling the toll-free number. Upon activation, special bins will be delivered to be kept within your garden or private area, the emptying of which must be booked by contacting the toll-free number. There are two distinct modes provided depending on the area of residence:
- DOOR-TO-DOOR COLLECTION ZONE: disposal in residual dry waste bin.
- ZONE WITH PROXIMITY ECOLOGICAL ISLANDS: disposal in the residual waste bin using a card.
In any case, it is necessary to collect the dedicated bag KIT (lilac) for disposing of nappies with an additional frequency compared to the two weekly frequencies.
